Stocked trout were raised on pellets, and they look for food that smells like food and sits just off the bottom. Dough bait is engineered around exactly that behaviour, which is why it is the standard approach on put-and-take waters and why it is much less effective on wild fish that never saw a hatchery.

The dough floats, so on a sliding sinker rig with a leader the bait rises off the bottom into the trout's line of sight instead of lying in the silt where nothing finds it. Leader length sets how high it sits.

This is a bait for hatchery fish with hatchery habits. On a wild stream trout, a small spinner, a fly or a live worm will nearly always do better, and the dough will do close to nothing.
Small treble, and think about release
Dough bait is normally fished on a small treble, which trout swallow readily. If you intend to release fish, this is the wrong bait; if you are keeping stocked fish for the table, it is the right one.
